Carl E. Habekost is a partner with RCO and brings a unique expertise and understanding of the adjudication process and the multiple issues involved in workers’ compensation law. He is certified by the Ohio State Bar Association as a specialist in Ohio Workers’ Compensation Law.
Carl earned his Juris Doctor degree from the University of Toledo College of Law and his undergraduate degree from Capital University. He has practiced law since 1990 and served as a Staff Hearing Officer with the Industrial Commission of Ohio from 1994 to 2005 where he adjudicated a broad variety of issues including injury claims, permanent and total disability claims, death claims, allegations of fraud, and violation of specific safety requirement claims.

Workers’ Compensation Law. Carl has extensive experience practicing workers’ compensation law and has assisted employers with premium and rating disputes with the Bureau of Workers’ Compensation. Carl’s extensive background has allowed him exposure to every aspect of workers’ compensation. In the past, Carl has worked as a third party administrator representing employers before the
Industrial Commission and Bureau of Workers’ Compensation in workers’ compensation matters by performing advocacy functions regarding claims and rating issues. Before joining RCO, his law practice focused on representing injured workers before the Industrial Commission and Bureau of Workers’ Compensation and trial and appellate Courts. Carl now represents large self-insured employers, small state-funded employers, and public and private employers before the Industrial Commission of Ohio, the Bureau of Workers’ Compensation, and trial and appellate courts. Carl has lectured before the Ohio Self-Insured Employers’ Association and various other employer organizations.
