Carl E. Habekost is a partner with RCO and brings a unique expertise and understanding of the adjudication process and the multiple issues involved in workers’ compensation law. He is certified by the Ohio State Bar Association as a specialist in Ohio Workers’ Compensation Law.
Carl earned his Juris Doctor degree from the University of Toledo College of Law and his undergraduate degree from Capital University. He has practiced law since 1990 and served as a Staff Hearing Officer with the Industrial Commission of Ohio from 1994 to 2005 where he adjudicated a broad variety of issues including injury claims, permanent and total disability claims, death claims, allegations of fraud, and violation of specific safety requirement claims.

OSHA Violations and Intentional Tort Claims. Carl has extensive experience practicing workers’ compensation law and his background has allowed him exposure to every aspect of workers’ compensation. He has worked as a third party administrator representing employers before the Industrial Commission and Bureau of Workers’ Compensation performing advocacy functions and assisting employers with premium and rating disputes. Carl has also practiced law representing injured workers in cases at trial and appellate courts as well before the Industrial Commission and Bureau of Workers’ Compensation. Carl now focuses his practice on assisting employers. He represents large self-insured employers, small state-funded employers, and public and private employers in any and all workers’ compensation issues. Besides being recognized as a specialist in Ohio Workers’ Compensation Law by the Ohio State Bar Association, Carl is also a Certified Occupational Safety Specialist and is uniquely qualified to assist employers with OSHA issues, Violation of Specific Safety Requirement Claims, and intentional tort cases. .
